Merge Risk: Low

This is a minor version upgrade for the AWS SDK for JavaScript v3 S3 client. The updates between versions 3.1004.0 and 3.1098.0 consist of new features and bug fixes.

According to the official AWS SDK for JavaScript v3 release history, changes in this range are additive and do not introduce breaking API modifications. For example, new features have been added for other AWS services, and the S3 client received updates like support for creating read-only access points for AWS Backup recovery points. [3] These changes are not expected to impact existing code.
