Rename Hubs to Orgs, with no behavior change (orgs phase 1) - #3696

Hubs become Orgs ahead of orgs owning communities. Tables, models, server and client code, routes and superadmin tabs move from hub to org: Hubs → Orgs, HubManagers → OrgMembers, HubPubs → OrgFeaturedPubs, and hubId → orgId (also on CommunityTemplates, HubCommunities, HubOptOuts). /hub/:slug → /org/:slug, /hubs → /orgs, /api/hubs → /api/orgs. No redirects: none of it was public. Adds Orgs.kfOrgId (nullable until the existing hubs get a KF Account) and Communities.orgId (nullable, not settable through community update). HubCommunities and HubOptOuts keep their table names until phase 2 drops them. Migration 2026_10_19_renameHubsToOrgs runs in one transaction, has a working down, and drops the empty Orgs* tables that sync() creates from the new models before it renames the old ones onto them.
