Keeps the already-published
vault-init:maincontract while removing LibOps workflow SHA pins, the caller-supplied certificate identity, and the shell architecture state machine. Native architecture is now a declarative matrix. Deletes the raw-source substring contract test; actionlint plus real native build/scan/publication jobs validate behavior. Local Go tests and actionlint pass.
