nixpkgs needs to be updated to fix fetching from crates.io: rust-lang/crates.io#13482 gomod2nix needs to be updated to prevent using deprecated features. Signed-off-by: Samuel Riedel <sriedel@lowrisc.org>

Fix the failing OSS Formal flow in CI:
mkshell-minimalpackage since it was moved away from GitHub to Codeberg. Since we already include another minimal shell, reuse that one for the formal flow as well.
