Temporary CI-only validation lane for issue #144.

This branch is based on the last green P0-P6 integration stack and adds only PR #151 / P6.1 targeted live RCB reconciliation.

Do not merge this PR.

Validation target:

no full discovery fallback;
only selected static-coverage MMS domains are enumerated;
only required BRCB/URCB classes are enriched;
domain and candidate budgets fail closed without arbitrary truncation;
structural SCL/canonical evidence remains non-operational until live MMS evidence is observed;
exact live inventory then flows into the existing P6 exact-target acquisition preflight.

CI-only PR cleanup audit (2026-10-22). This PR explicitly says DO NOT MERGE and is not an independent feature. Its test-lane purpose is complete: the exact source HEAD 9c5292570f55dd81be1b3a6b56f937e5ba1ed276 passed Windows .NET CI: https://github.com/masarray/ARIEC61850/actions/runs/37603971763 . Functional source of truth: #151. Same HEAD as #148; functional work remains open.

Closing this CI-only PR without merging. This does not change main, delete branches, close the functional feature PR, approve ARSAS engine pin updates, or constitute physical/FAT qualification. Evidence remains linked here for the consolidated merge audit.
