Superseded by independently integrated P0-B engine PR #179 (exact SHA d9e7952, Windows CI success). Do not merge this experimental duplicate planner: it lacks #179's association/catalog-bound continuation, full target-bounded probing and deeper safety regressions. One engine authority only.
