ARIEC61850 promotion gate — staging → main (DRAFT, NOT RELEASE)

Pinned initial staging merge: b3688be62f255ec5cfd8dfccc2d1d1093c301f62; current staging HEAD: 44ac7554f43f2ba06763f3895242cb569b2e6a1c, merged from #190 into staging with complete original commit ancestry. Pinned baseline main: 3d21238d0b62f24faecd5948a4ee238c82b35966 (CI-only #191). Staging is 222 commits ahead and 0 behind at creation; 117 changed files, source changes not yet in main.

Canonical consolidated sources: #189 (Ed2 prefixed LN/typed DPC), #186 (RCB enrichment negotiated window), #187 (SBOw stage timing), #182 (SCL Ed2.2 identity), #170 (RIO sidecar), #130 (sustained SV analysis), #138 (primary-type semantics), plus historic stacked ancestors #184/#183/#181/#179/#177/#173/#169/#157/#153/#145. Other original PRs were closed as consolidated without direct main merge, with exact source SHA evidence.

CI already proven (staging ingress)

Consolidated engine #190: 7 source PRs • 1262 Windows tests green (DRAFT) #190 exact candidate 14b19d30466fd296ad1e6d0bddcdd574992bc464 synthetic-merge run #39778971482: 1,262/1,262 Windows tests pass, zero compilation warnings/errors, source verify/package/artifacts. The tested target 3d21238 was byte-identical to staging base at that point.

Release / physical field gates (not satisfied by CI)

Control candidate attribution: review GE SG7_BCU example with IEDScout command SG7_BCUSystem/Bkr0XCBR1.Pos SBO enhanced versus ARSAS Command Dock initial SG7_BCUMaster/GGIO2.DPCSO01 DO normal. Never infer breaker control owner from status alone or GGIO name; require exact ctlModel/type/service evidence, unambiguous equipment association and operator confirmation. No live operate test is authorized here. Preserve existing successful protocol-control implementation.
Confirm control ordering, SBOw select/operate, no phantom feedback, no duplicate command, bounded cancellation; investigate open P0 investigation: consecutive BCUGE Operate stalls and unbounded cancellation cleanup #172.
RCB static reporting: exact DataSet+RCB mapping, q/t preservation, vendor-specific C264 whole-FCD acceptance P8 C264: schema-verified structured FCD report projection and rejection evidence #159 and any buffered event continuity anomalies; no cyclic MMS polling as replacement.

Three genuinely divergent feature PRs remain OPEN, not yet safe to overwrite: P0-A: evidence-ranked generic live IED identity without suffix truncation #175 global identity/candidate pager + tests (some files absent from staging); P10: evidence-driven IED/LD identity and lossless SCL normalization #160 SCL identity matcher tests differ; Discovery P7.7: bounded DataSet-first type closure beyond GetNameList limit #155 F650 DataSet-first type probe planner/tests absent from staging. Reconcile independently, use staging CI, and do not erase currently accepted behaviors.
Physical simulator/IED tests and engineering sign-off where needed; software CI alone does not grant FAT/release clearance.

Merge policy: This PR remains DRAFT until those gates are explicitly satisfied; no automatic production release, version bump or ARSAS repin. Avoid creating any more CI-only PRs. All work tracked here and central engineering issue #144.

Verified staging housekeeping — 2026-10-22

Staging updated by commit 44ac7554f43f2ba06763f3895242cb569b2e6a1c containing only test dependency upgrades from old #171: coverlet.collector 10.1.0, Microsoft.NET.Test.Sdk 18.11.0, xunit.runner.visualstudio 4.0.1, retaining <Using Include="Xunit" /> that the outdated old PR would have dropped. This was not merged into main. Windows CI on refs/pull/192/merge passed 1262/1262 tests with zero compilation warnings/errors (run #39782663272). Main promotion remains blocked by open control/IED interoperability FAT gates and three genuinely divergent source branches.
