Combined immutable trial (not main/release)

Qualification objective

Run exact-head consumer Windows full regression, engine API verification, packaging, portable smoke and discovery/SCL promotion guards against the immutable engine #184 SHA. Confirm stage telemetry postResponseStage and configuredApplicationErrorGraceMs can be consumed with unchanged externally visible result handling, and delayed LastApplError still blocks Operate. No 400ms change, no automatic IED commands, no assumed improved latency.

No physical acceptance

Real SIEBCU XCBR1 SV/OR/BL scalar reads, SumSwARs.units.multiplier raw GVA, physical command latency, RCB continuity, multi-DPI WPF, and Inno installer still require dedicated FAT. Do NOT merge to main or publish stable from green CI alone.

D27 superseded historical stacked PR — source already in integrated RC #727.

Exact ancestry verification: historical head 069a32adfae69d9f59fab72aac5f9ba6709371ea → current RC d2d0ca731061824102058756fba8599ddfa2342e: ahead_by=755, behind_by=0. This proves the RC contains every commit on the historical branch; this PR does not need another merge. Closed as already absorbed into the RC ancestry, not as a direct GitHub PR merge. It does not establish live IED, physical FAT, trial-engine or mainline acceptance. #729 is the independent mainline promotion gate.
