The release workflow now runs on the shared actions of mcanouil/release-actions, in one job.
bump writes the version and the date in CITATION.cff and rolls the changelog, land opens and merges the bump pull request, and notes and release publish the release.
The token and the git identity come from token, which replaces the setup-git-user action of quarto-workflows.

The visible result stays the same.
The bump pull request keeps its branch, its message and its merge timeout, and the tests still run on the merged bump before anything is published.
The release keeps its title, its body (the changelog section alone) and its assets.
I ran bump locally on a copy of the repository with a test entry, and it wrote the same CITATION.cff and changelog lines as the old script.

The release workflow now uses the bump, land, notes and release actions
of mcanouil/release-actions in one job, and takes its token from the
token action. The bump pull request keeps its branch, message and merge
timeout, the tests still run on the merged bump, and the release keeps
its title, body and assets.
