Bootstrap CI with the released mcpp 2026.11.3.1. The four platform releases and both resource mirrors are verified, xim-pkgindex#1105 is merged and published, and isolated exact/latest installations execute the released ELF successfully.
Validation:
bash .github/tools/check_version_pins.shpasses. Only the workspace bootstrap pin changes; fresh-install continues to derive its release version dynamically.Refs #885.
