Select musl 0.27.5 and runtime 0.18.6 consistently for both architectures and the version group. The loader, tools, backends and hardening policy remain at their published versions. Advance openkal-platform to 0.23.5 with musl 0.27.5 and openkal-llvm-runtime 0.18.6. The layer declarations and version group select the same versions for both image architectures. This carries musl's scoped routing scratch fix into image consumers while retaining the existing loader, tools, backends, and hardening flags.
Both upstream releases have ten successful producer checks, byte-verified GitHub and GitCode source archives, and merged index entries. Runtime index publication 41784367275 succeeded at 500054cd5100fdf7c40cd97b568551f033b64c83; both published index archives were verified. The ordinary raw pointer is also checked separately for CDN propagation before downstream release.
Validation: manifest pin consistency and diff checks pass locally. Four-host platform CI is required before release. This does not qualify the final clangd or language-server images. Tracks mcpp-community/mcpp#885.
