[Copilot]

An expired Azure AD token can cause Azure AI Foundry requests to fail with HTTP 404. Refresh the token and retry the failed request once when a token provider is configured.

• Recovery: AnthropicApi invokes the token provider and retries on 404.
• Scope: Other errors and requests without a token provider are not retried.
