This PR adds new settings that allow servers and maps to control collisions between player vehicles and vehicles created by maps or other resources.

By default, this does not change the current behavior. When enabled, these vehicles can collide with player vehicles while ghost mode is disabled. The setting can be configured by the server or set per map.

New settings:

  • non_race_vehicle_collisions
Enables collisions with vehicles not created by the race gamemode. Default is false.
  • non_race_vehicle_collisions_map_can_override
Allows maps to override the global non_race_vehicle_collisions setting. Default is true.

Closes #380.
