Sets the project version to 4.5.1, as 27d81c5 did for 4.5.0. One line in mbt.toml.

FMID THTP451 (deleting THTP450) is already explicit in [smp], the edition notices of both books already name 4.5.1 (First Edition, October 2026), and the libc370 pin and mbt.lock are unchanged.

Tested: mbt deps and mbt build --all complete on the branch; git diff origin/release-4.5.x shows only the version line. Not tested: a run on MVS (no code change).

Verdict: APPROVE

Checked against the artefact:

• git diff origin/release-4.5.x is exactly one line: mbt.toml [project] version 4.5.1-dev -> 4.5.1. No other file, so mbt.lock and the libc370 pin are unchanged.
• [smp] already carries fmid = "THTP451" and delete = ["THTP450"] (bf75440), so the package derives the intended FMID and predecessor.
• Both book edition notices already name HTTPD 4.5.1, First Edition (October 2026), which is correct for a 2026-10-31 release. httpd has no CHANGELOG file; release notes are the release page, outside this commit.
• Same shape as 27d81c5 (v4.5.0). Commit message and PR text are English, issue Release commit for 4.5.1 #487 is linked, milestone 4.5.1, no AI mention.
• CI on d30458e: build, SonarCloud gate, manuals (typst) and Read the Docs are green.

Must fix: none. Suggestion: none.

Not covered by this PR: tag, release page and the check of the published package, which follow separately. If the merge slips past 2026-10-31, the date question goes back to the release owner before merging (the version line itself carries no date).

The merge waits for QA's delta check.
