Adds NavRail, a collapsible sidebar navigation component, to the web collection (panelui-web) — the component, its docs page, registry item, demos, and generated agent-skill reference. The active row comes in two weights: variant="tonal" (the default) is a quiet primary tint with an accent bar, and variant="solid" is the primary-filled row Tabs, Toolbar and Inspector use.
Why
Navigation in the web collection was a single component (Tabs). The native package already ships the primitives an app shell needs, but the web collection had no app-level navigation at all. NavRail fills that gap: grouped destinations, counts, a rail that folds to icons, and one active indicator that tracks the current place across groups.

Notes for the reviewer
Two weights:variant="tonal" is the default — a quiet primary tint with a short accent bar, right for chrome that is on screen all day. variant="solid" fills the row with the primary colour and sets its text in primary-foreground, the weight Tabs, Toolbar and Inspector use. The choice carries through to the folded square and its count dot.
Registry identifier:web-meta.json uses NavRail as the first field and "title": "Nav Rail" in the options. The generator derives imports and dotted part names from the first field, so a literal "Nav Rail" produced invalid output such as Nav Rail.NavRailHeader. This matches every other multi-word component in the collection.
Version:addedIn is 0.15.0 while panelui-web is still 0.14.0, so the docs page carries the "new" badge until the release lands. No version bump in this PR, per CONTRIBUTING.
Interaction check: the folded rail, its hover flyout, and both the tonal and solid active states were driven in headless Chromium against the docs page and are captured above. The controlled-collapse demo has not been clicked through.
No new dependencies: the registry item depends only on @base-ui/react and tailwind-variants.
Summary by CodeRabbit
New Features
Added a collapsible navigation rail with configurable widths and tonal or solid active-item styles. It supports grouped links, badges, disabled items, and keyboard navigation; folded items retain accessible labels and tooltips.
Added interactive examples demonstrating collapsed, controlled, grouped, and styled rails.
Documentation
Added setup, usage, accessibility, and keyboard guidance for the navigation rail, and included it in the component catalog.
The web package adds a composable Nav Rail with collapsible state, compound parts, active-item indication, and keyboard navigation. The change also adds registry entries, documentation, and interactive examples.
Changes: Nav Rail component
Layer / File(s)
Summary
Rail state and navigation behavior packages/web/src/components/nav-rail/rail.ts, packages/web/src/components/nav-rail/index.tsx, packages/web/test/nav-rail-rail.test.mjs
Adds helpers for rail width, indicator positioning, keyboard navigation, and text extraction. The component manages collapsed state and tracks the active item. Tests cover the helper behavior.
Compound parts and package registration packages/web/src/components/nav-rail/index.tsx, packages/web/src/index.ts, apps/docs/public/r/web/*
Adds the rail’s compound parts and public exports. Registers the component and its implementation files.
Documentation and interactive examples apps/docs/components/web-demos/nav-rail/*, apps/docs/content/docs/web/components/*, apps/docs/scripts/web-*.json, apps/docs/public/skills/panelui-web/*, skills/panelui-web/*
Adds demos for overview, collapsed, grouped, controlled, thumbnail, and variant presentations. Documents installation, props, composition, accessibility, keyboard behavior, and rendering. Updates component listings and metadata.
The rail can intercept browser keyboard shortcuts, and a discarded render can leave its collapse handler using uncommitted state. These are bounded issues that warrant owner awareness before merging.

Move the live ref write out of the render body.
Writing live.current during render breaks React's render purity rule. React can discard a render that never commits, and the ref keeps the values from that render. A click that arrives before a committed render replaces them can make toggle compute next from a collapsed value that was never committed. In that case, onCollapsedChange can fire with a value that matches the committed state.
Write the ref in a layout effect instead. The effect runs only after a render commits, so the ref always holds committed values. Event handlers still see the latest committed state, and the first-render callback guarantee in the comment still holds.

[error] 248-248: This ref is mutated during render. React can replay or discard render work, so the mutation can leak from UI that never commits.
Move ref writes into an event handler or effect. Render must stay pure because React can replay or discard it. The predictable null-guarded lazy initialization pattern remains supported.

Ignore modified arrow and Home/End keys in the roving handler.
onKeyDown handles any ArrowUp, ArrowDown, Home, or End keydown from a row, including chords with Alt, Ctrl, Meta, or Shift. It calls preventDefault() on those chords. Browser and OS shortcuts that use the same keys are blocked while focus is on a row. Examples include Cmd+ArrowUp for scroll-to-top and Ctrl+Home for page start. The rail should handle only unmodified keys.

Give a collapsed brand without href an exposed role.
When the rail is collapsed and the brand has no href, the brand renders a role-less div. The aria-label on that div is prohibited on generic elements, so assistive technology can drop the brand name. Both visible children are aria-hidden, so no other name source remains. NavRail.Item avoids this because it renders a button in the same case.
Assign an img role when the brand has no href and is collapsed. The role makes the aria-label valid. Its children are hidden, so they add no conflicting content. A consumer's role in props still overrides this value.

Folded rows hide the badge count from assistive technology.
When the rail is folded, NavRail.Item sets aria-label from label ?? textOf(labelChildren). splitBadges removes NavRail.Badge children before that name is computed. The badge itself is also aria-hidden when collapsed. A folded row with a count, such as an unread total, gives screen reader users no count. The visible dot is the only signal. An open row exposes the count through its label and badge.
Decide whether the count is intended to stay hidden when folded. If it should be announced, the folded aria-label must include the badge text. That change also requires a way to read badge text, which this excerpt does not show. Document the decision either way.

Arrow keys skip a disabled row whether the rail is open or folded. The current text suggests otherwise. The same sentence also appears in the generated docs page, the skills reference, and the registry item, so they will need the same update.
