Why

deploy と release の workflow の名前が、何で起動して何をするかと合っていなかった。
auto-label--deploy-trigger.yaml の name は Auto Label - Label Resolver で、ファイル名と name も食い違っていた。
release-please を動かす release.yml だけが、命名規則から外れていた。
起動のしかた（ラベル / release）と役割で名前を揃える。

• workflow のファイル名と name を次のように変える。
  • auto-label--label-dispatcher.yaml → label-base-deploy--dispatcher.yaml（Label Base Deploy - Dispatcher）
  • auto-label--deploy-trigger.yaml → label-base-deploy--resolver.yaml（Label Base Deploy - Resolver）
  • release.yml → release--please.yaml（Release - Please）
  • auto-release--plan.yaml → release--plan.yaml（Release - Plan）
  • auto-release--trigger.yaml → release--deploy.yaml（Release - Deploy）
• 旧名が残っていた concurrency group と job ID も揃える。
  • release-plan-…・release-deploy-…・label-base-deploy-resolver-…
  • resolver の最初の job を deploy-trigger（Deployment Trigger）から resolve（Resolve Targets）にする。
• 全 13 個の workflow の先頭に、何をする workflow かを 1 行のコメントで書く。
  • workflow にはトップレベルの description キーがない（actionlint が unexpected key "description" を出す）ので、コメントで持つ。
• test.sh が読む workflow のパスと、README / README-ja のリンク・run 名・再実行コマンド・Pipeline Flow を新しい名前に直す。
• docs/superpowers/ の spec / plan は作業当時の記録なので、旧名のまま残す。

影響

• Actions の run 履歴はファイルごとに分かれるので、旧名の過去の run は新しい workflow の下に出ない。
• branch protection の required checks は job 名（CI Gatekeeper など）なので影響しない。
• <service>-vX.Y.Z の release tag はまだないので、旧名の workflow を tag の ref で再実行する場面はない。

Test plan

• .github/scripts/terragrunt-release/test.sh が 33 件すべて PASS、validate-apply-trigger.sh と check-release-configs.sh が exit 0
• actionlint は既存の target-environment エラー 1 件のみ
• README / README-ja の相対リンクがすべて実在するパスを指す
• 旧名への参照が docs/superpowers/ 以外に残っていない
• この PR で Label Base Deploy - Dispatcher と Label Base Deploy - Resolver が動く
• merge 後の main push で Release - Please が動く
