fix: remove machine and owner identifiers from tracked files - #94

Home paths and the account name in plan notes, the s12 manifest tools and the saga README become <repo>, ~ or user. The manifest tools now derive the repo root from __file__ instead of a hard-coded checkout path.
scripts/host_ids.py check and self-test run as a host-ids job that content-ok depends on. .host-scrub.toml exempts the UBI builder image's public /home/default by value. CLAUDE.md gains the publishing rule.

CLAUDE.md gains the publishing rule. * ci: host_ids.py applies only generic patterns on CI runners (lgtm-host-scrub fix)

The s12 manifest tools (
_plans/s12-manifest/tools/*.py) hard-coded the checkout path; they now usePath(__file__).resolve().parents[3]. All compile.CI and docs
