Add the chapter-spine to the 39 substantive body chapters (03-24 and 28-44,
excluding Setting-Up 00-02, the redirect stubs 25-27, and the Appendices/
Compendium 45-56): a '## Learning objectives' section ('By the end of this
chapter you can:' + action-verb capability bullets) followed by '## Why this
matters', as the first two H2s after the front matter and before the existing
hook. Objectives authored per chapter from its real content (syscalls/APIs/
tools and the tri-language artifacts it builds); Why-this-matters authored
fresh (the existing hook stays as the hook). Matches the spine now documented
in CLAUDE.md. Additive (+1068 lines); existing content untouched; Jekyll build
clean; residual ban-tier unchanged (justified deliberately<=1/ch + delve toolname).

Fourth linux-systems-programming consistency-program PR (chapter spine).
## Learning objectives+## Why this mattersas the first two H2s (after front matter, before the existing hook) on the 39 substantive body chapters (03–24 and 28–44).Follow-on: hub re-run (already in allowlist). That completes linux-systems-programming.
