ubuntu-22.04 is deprecated (GitHub's brownouts already fail some jobs on it) and ubuntu-latest is moving to Ubuntu 26.04 from 10/19/2026, where the older PHP versions these workflows use may not install. The workflows now pin ubuntu-24.04. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

runs-onlines change: 1 intests.yml.The PHP requirement is also raised to 7.4, the lowest version phpbbmodders extensions support:
composer.jsonsaid 7.1, and the test job ran PHP 7.3.The tests that phpbb-extensions/test-framework runs, and the shared EPV job (pinned separately in phpbbmodders/.github), aren't affected by this PR. This PR's CI is the first run on the new image.
