ci: install the post-merge baseline promotion workflow - #114

Installs campaign/ci/promote-baseline.yml (from pineforge-workflow) unchanged; the repo axis is auto-detected. Same guards as the engine install: exact-head, CI-green, and a PASS verdict for the pair, else it defers green. The gate check is required on main yet path-filtered, so a PR touching none of its paths never runs it and sits BLOCKED. Say so where the filter lives -- and touching this file also puts the promote-baseline install PR inside the filter, so the required check fires on the PR event itself.
