Summary

This adds a Reducing Usage page under Usage & Billing covering how to reduce your data synced and data hosted metrics.

Changes

  • New page: resources/usage-and-billing/reducing-usage.mdx.
  • Links to the new page from the billing page's Limits section and the FAQ's troubleshooting section.
  • Compacting Buckets now mentions that the CLI also works for self-hosted compacting.

@bean1352 FYI I used this opportunity to remove some outdated stuff from the usage-and-billing/usage-and-billing-faq page, and also have a clearer separation of concerns between that page and this new Reducing Usage one. There was some duplication previously. The FAQ & Troubleshooting page now contains those 2 concerns, plus a brief summary of what some common causes are, linking to more details in the Reducing Usage page. The Reducing Usage page still contains all your practical guidelines, which seem like a great summary.

@bean1352 Codex suggested several wording improvements/polish, which I generally liked, so I went ahead and committed those. Probably a matter of every agent run having more suggestions, but oh well - it did improve some sentences IMO.

I also snuck in some repetition I found across our agent skills in this PR.
