Qualify the analytics disable guarantee
When the enabled adapter does not implement disableAnalytics(), the new adapter guidance says Prebid only logs a warning and leaves it enabled (integrate-with-the-prebid-analytics-api.md:113). This table instead promises that every now-denied adapter is disabled, so a publisher relying on the activity-control reference could incorrectly assume analytics stops after consent is withdrawn; qualify the effect for adapters that implement the hook and mention the warning/fallback for the rest.

Fixed in 17bf911: the row now says the adapter is disabled through disableAnalytics(), and that adapters without it stay enabled with a warning.

Documents three Prebid.js consent-handling changes:
enforceVendor: false, modules without a GVL ID, Special Feature 1).reportAnalyticsactivity row, and tells analytics adapter authors that adapters must supportdisableAnalytics()and may be re-enabled after being disabled.Note: #6810 (waitForCmp) also edits consentManagementTcf.md and consentManagementGpp.md, in different parts of those files.
