As part of [removing working groups](#534), this PR adds the TXRX team and assigns Alex, Anton and Mikhail there (previously part of "Consensus Specifications " and "Network"). This PR does not expand eligibility in any way, no new members of the TXRX team are eligible as a result of this PR. TXRX is not a new team and the three members' eligibility within that team is already well established.
