feat: add startup configuration preflight - #33

- fail before any module when the local NuGet feed, NuGet credential, GitHub token/repository id, solution, or CSharpier path is missing - report every missing requirement at once instead of after the build has run - stop treating missing credentials as a module skip condition, so a requested release is never silently declined - disable the ModularPipelines ASCII logo
