ev-beta selects the newest release marked beta on PECL, which is the outdated 1.1.6RC1, while stable 1.2.x releases are available.

PECL's newest ev release is 1.2.3, while 1.2.4 is published on
Packagist as osmanov/pecl-ev. Install it with PIE instead of setup-php's
PECL handling.

PIE refuses to elevate privileges itself in a non-interactive terminal.
GitHub runners have passwordless sudo, so run PIE as root directly.
