CH-005: establish death-event evidence boundary

Acceptance brief

• Plan: P-001 / M-001 remains wanted; this change completes M-104 and M-142.
• Criteria: EVT-004 verifies own onDeath delivery and one report per destruction on both engines. EVT-007 is retired by IDR-004 because cross-engine death ordering is not reproducible; EVT-014 succeeds it and verifies survivor delivery directly on both engines.
• Binding: merge records the local matched Tank Royale Bot API/runner evidence policy (PDR-002), retires EVT-007, and activates proven EVT-004 and EVT-014.
• Documentation: updated CAP-001, P-001, C-002, PDR-002, IDR-004, the decision index, and agent guidance. No architecture change.
• Verification: clue validate; ./gradlew :robocode-api:test --no-daemon; local matched-pair Tier 2 conformance for interruptible, own-death, and survivor-death event suites.
• Review: in-context fallback adversarial review, one pass. Advisory only: conformance cache keys omit the optional source path; no current test shares a robot class across sources.

Summary

Restores death-event evidence using locally built, same-revision Tank Royale artifacts without requiring a release. Adds direct survivor-delivery coverage and corrects the evidence boundary where cross-engine ordering cannot be asserted honestly.
