What this adds
A shared pup action (.github/actions/pup). It installs pup from its GitHub release and, when asked, reads the version and the zip name from it. It answers Eric's request on #14: actions should not call php bin/pup.phar by hand, and pup should be downloaded and read the same way everywhere, like Release Prep does.
Inputs:pup-version (a number, or latest; default 2.0.0), read (empty, version or zip-name), dev (true reads pup get-version --dev), token (for latest).
Outputs:phar, release, version, zip-name.
From a script:pup.js exports installPup, getVersion, zipName, runPup and the release checks, so another action's script can use them. The README shows how.
Reads the last line.version and zip-name are the last line pup printed, and PHP errors go to stderr, so a notice never ends up in the value.
Reuses the phar. In one job the phar is downloaded once. A pinned release then needs no network call on the second use. A failed download leaves no half file.
Shared command helpers.lastLine and runOrFail are in .github/lib/commands.js, next to versions.js.
What moved out of Release Prep
validatePupVersion, resolvePupRelease, resolvePupDistribution, the release URLs, the download and the way get-version is run now live in pup.js. release-prep.js imports them and keeps everything that is about releases. Its exports are unchanged.
Release Prep behaves the same
tests/actions/release-prep/release-prep.test.js is not changed, and its 88 tests pass before and after. They assert the exact commands (curl -fsSI …, curl -fsSL --retry 3 -o …, php -d display_errors=stderr … get-version), their order, the working directory, the outputs and the error messages.
One small difference: if the phar of that release is already in the runner's temp directory from an earlier step, Release Prep now reuses it and skips the download.
Tests and a real run
40 new tests in tests/actions/pup/pup.test.js; the whole suite is 300 tests and passes.
A real run in a fork of Give (run) called the action on Give's checkout with pup 2.0.0. In the same job, the action's outputs matched what Give's own composer -- pup … and php bin/pup.phar … print:
dev version: 4.19.1-dev-1793811419-536ab288
zip name: give.4.19.1-dev-1793811419-536ab288
plain version: 4.19.1
The second use of the action logged "Reusing pup 2.0.0". latest resolved to 2.0.0. A release that does not exist (9.9.9) failed with "is not a release".
Next
#14 (Plugin Check) and #15 (Playground preview) will use this action in place of php bin/pup.phar, in follow-up changes on those PRs.
This pull request adds a reusable pup GitHub Action for release selection, Phar installation, and optional version or zip-name reads. Release Prep now uses the shared pup and command helpers.
Changes: Pup Action and Release Prep
Layer / File(s)
Summary
Release selection and Phar installation .github/actions/pup/action.yml, .github/actions/pup/pup.js, tests/actions/pup/pup.test.js
The helpers validate pinned versions, resolve latest through the GitHub releases API, check for the Phar asset, and reuse or download the Phar. Tests cover release resolution, distribution checks, download retries, and installation.
Action wiring and pup reads .github/actions/pup/action.yml, .github/actions/pup/pup.js, .github/actions/pup/README.md, tests/actions/pup/pup.test.js
The composite action passes inputs to pup.js and exposes installation outputs. The script can also read the pup version or zip name. Tests and documentation describe the inputs, outputs, and read behavior.
Shared helpers in Release Prep .github/lib/commands.js, .github/actions/release-prep/release-prep.js, .github/actions/release-prep/README.md, tests/actions/pup/pup.test.js
The command helpers are exported from a shared module. Release Prep imports those helpers and the pup helpers, replacing its local pup release, download, and execution code. Its Phar preparation path uses the shared helpers.

Explanation
The title "Add a shared pup action" matches the main change. The PR adds a reusable composite GitHub Action at .github/actions/pup that installs pup.phar from a GitHub release and can read its version or zip name. The title is short, specific, and does not describe unrelated work. It omits the Release Prep refactor, which is a secondary change and does not need to appear in the title.

Do not pin the pup example to @main.
Consumers in this repository use major-version tags. The other action READMEs and the release-prep template follow that practice.
This action is new in this PR. A @v1 tag that exists now may not contain .github/actions/pup. Update the example to the major-version tag that includes this action after the release that publishes it.

Fix the in-repository uses: path.
uses: $/.github/actions/pup is not valid workflow syntax. A local composite action is referenced as ./.github/actions/pup. A reader who copies this line gets a workflow that fails at job setup.

Closing this in favor of #20. Its zip-name and release-zip actions read the version, build and name the zip with pup, so #14 and #15 now use them and nothing needs this shared pup action. #14 and #15 are stacked on #20's branch and will retarget to main when it merges.
