Closes #1224

Version 1.2.1 to 1.3.0 in package.json, package-lock.json, src-tauri/Cargo.toml and Cargo.lock, startup-launcher Cargo.toml and Cargo.lock, tauri.conf.json and the config test. No other changes.

Included since 1.2.1: gamepad buttons 1 to 8 as switch keys (#1222, PR #1223). The synced settings schema moves to 6, so a 1.2.x install on the same account will ask to update to keep syncing.

Validation

• cargo audit: only the three zip advisories CI already ignores
• npm run prediction-model, npm run lint, npm test (312 passed), npm run build
• cargo fmt --check, cargo clippy --all-targets -D warnings, cargo test (849 passed)
• npm ci --ignore-scripts against the edited lockfile; startup-launcher builds --locked
