PAT-1884

Description

Adds .github/workflows/actions.lock, GitHub's workflow dependency lockfile, so actions/checkout@v5 and actions/setup-node@v5 in ci run at the commit their tags resolved to. A repointed tag upstream can no longer run unreviewed code here, and the workflow keeps readable version tags. It is generated by the gh actions-lock extension with the flags Renovate uses (--no-narrow --no-migrate-local-actions), and Renovate regenerates it on every action bump. No ref changes. This is part of the PAT-1884 org rollout plan.

Note

A PR that adds a workflow or an action now has to rerun gh actions-lock and commit the updated lockfile, because Renovate only updates workflows already in it, and Renovate's lockfile support is experimental.

Aikido reads only inline SHA pins and ignores actions.lock, so its "unpinned action" findings on tag refs stay open. They are false positives; please don't "fix" them with inline SHAs.

Manual check

N/A — no workflow changes; the ci run on this PR exercises the locked actions.

🤖 Generated with Claude Code

GitHub's workflow dependency lockfile pins every action a workflow uses, transitive ones included, to the commit its ref resolved to, so a tag repointed upstream can no longer run unreviewed code in our CI. It is generated by the gh actions-lock extension with --no-narrow and --no-migrate-local-actions, the flags Renovate regenerates it with, so actions/checkout@v5 and actions/setup-node@v5 stay as written.

Closing: this repo's integrity check freezes .github/workflows against its root commit, so it stays without a lockfile for now.
