* feat(db): Upgrade PostgreSQL connection driver support to psycopg3
Update changelog and add a backward-compatible runtime upgrade for PostgreSQL URLs. If a connection string starts with "postgresql://" and psycopg (v3) is importable, database.py now rewrites it to "postgresql+psycopg://" to avoid ImportError and let SQLAlchemy use the psycopg v3 dialect. If psycopg isn't present, behavior is unchanged. Files changed: lib/cuckoo/core/database.py, changelog.md.
