fix(mc): install mc from the pgsty community fork - #22

The feature downloads https://dl.min.io/client/mc/release/linux-amd64/mc, which answers `410 Gone`: MinIO Inc. archived the community edition and withdrew its free binaries and images in September 2026, so every devcontainer build using this feature fails. The URL was also amd64-only, so arm64 containers got an unusable binary. pgsty/mc is the maintained community fork. The feature installs its release tarball for the container's architecture (amd64 or arm64), pinned and SHA-256 verified so a changed upstream artifact fails the build instead of shipping. The fork names the binary `mcli`; it is installed as `mc` so existing callers keep working. https://github.com/pgsty/mc/releases/tag/RELEASE.2026-09-16T00-00-00Z
