Update tc-core-library-js to v4.0.0-rc.2 (release commit
58de37670180e183e8378c3d203df0112a0414f6), with matching lockfile and dependency overrides where present. Verified JWTs are rejected when their subject or normalized user ID matchesACCESS_CONTROL_BLOCKED_SUBJECTSorACCESS_CONTROL_BLOCKED_USER_IDS.The existing deployment imports
/config/common/global-appvar, where both denylist SecureStrings have been verified in dev and prod. Replace tasks after future list changes; verifier instances read the lists at construction.Validation: frozen dependency install and an installed-library smoke test rejecting blocked subjects and legacy user IDs while accepting an unrelated signed caller. The core release passed 32 tests, lint, build, and clean CommonJS/ESM/TypeScript consumer checks.
