release-creator 4.3.1 links a fragment through the
(#N)at the end of its squash commit subject when GitHub associates no pull request with the commit. Without it, pipdeptree 4.2.13 credited five entries to a display name with no PR link. The release-creator floors in
pyproject.tomlrise to>=4.3.1, and the temporary cooldown override inpyproject.tomland thenews,prepare-release,releaseandupdate-toolsworkflows moves from 4.3.0 to 4.3.1's upload time, expiring 2026-11-06. Only release-creator moved inpylock.toml. Callers of the reusable workflows lock their own release-creator, so this changes only this repository's releases.
