Release preparation, and the pull request dry run that repeats it, spent most of its time installing every pre-commit hook: 32 of the 45 seconds in tox-gh's dry run. It then ran one of them, the changelog formatter. ⚡

Assembly now installs only that formatter's hook, still under the seven-day cutoff, when it formats the changelog. The dry run drops to roughly the time of the checkout and tool install, and a release no longer fails on a hook it never runs, which is how the Ruff bump in simplint#55 broke one.

Keeping every hook installable under the cutoff remains a job for the pull request checks, not for the release.

Assembly ran `prek install-hooks`, building every hook environment under
the seven-day cutoff, though it only runs mdformat or docstrfmt on the
changelog. That took most of the job (32 of 45 seconds in tox-gh's dry
run) and let an unrelated young hook, such as simplint's Ruff bump, fail
the release.

The formatter step now installs the one hook it runs.
