We should just add chcon and runcon to feat_common_core since they can be built/run on most targets (even if they do nothing without selinux).

Are you sure? It is impossible to build them on the system libselinux is missing.

You are absolutely right, they build on all targets except Linux without selinux, we need #12395 to do that.

Even chcon as a feature of coreutils was silently skipped by cfg, GNUMakefile uses feat_common_core to extract supported utils.
Then -p uu_chcon happens on the system libselinux is missing.
