Enable test_fmt:: for wasm32-wasip1 in CI. The non-UTF-8 path test is ignored under WASI since argv/filenames must be valid UTF-8 there.

GNU testsuite comparison:

GNU test failed: tests/tail/truncate. tests/tail/truncate is passing on 'main'. Maybe you have to rebase?
