Fixes the build failure caused by tests importing httpx without declaring it as a development dependency. Also preserves an explicit manual model selection when local model discovery succeeds, and makes the smoke test deterministic.\n\nValidation:\n- 110 tests and 13 subtests pass with the current OpenAI 2.x constraint\n- The same suite passes with OpenAI 3.3.1\n- Python compilation, browser catalog export, and JavaScript syntax checks pass
