Summary

Follow-up to #299 from the live AO-7 campaign: cohort claude-0 extracted every window except one that spent its three attempts, yet _cohort_complete still required a capture for it, so each scheduled run completed in ten seconds without progress and the consolidate stage could never start. The third failure now marks the owner unresolved_extraction immediately and cohort completion skips exhausted windows; the repair allowance still bounds how many windows may be lost.

Verification

  • Red first: the new test failed on main (owner stayed selected, cohort never complete).
  • tests/test_dreaming_backfill_cli.py, ..._windowing.py, ..._rollback.py: 67 passed; ruff, release-truth, contract-witness green.

…blocking the cohort

The live claude-0 cohort finished extracting every other window but one window
had spent its three attempts; _cohort_complete still demanded a capture for it,
so every scheduled run ended in ten seconds and consolidation could never start.
The third failure now marks the owner unresolved_extraction at once and cohort
completion skips exhausted windows (the repair allowance already bounds how many).
