Since yesterday, PECL answers No releases available for package "pecl.php.net/pcov" to many GitHub runners, which fails the plugin test jobs on #2676 and #2686 before any tests run, and retrying five times didn't help, so this builds pcov 1.0.12 from its GitHub release; I checked locally that the WordPress 6.3 image builds and loads pcov 1.0.12.
