Follow-up to #820. The sync job chose which plugins to update by diffing plugins/*/package.json. That misses a plugin whose package.json already holds the new version.

That's what happened on #825 (webhooks 0.0.8). package.json was bumped to 0.0.8 under changesets but never released, so release-please had nothing to change there. As a result:

• the sync job skipped webhooks
• composer.json and the plugin header stayed on 0.0.7
• composer-packages.json got no 0.0.8 entry

Every release PR bumps .release-please-manifest.json, so the job now syncs the plugins whose manifest version differs from the merge base.

Tested the jq against #825's branch locally: it returns plugins/wpgraphql-webhooks.
