Delete narration, banners, and restating doc comments. Keep doc comments on public API, comments about upstream or client behavior we cannot change, SAFETY comments, and source attribution. No code logic changes; rustfmt reflow only. Refs #98

Summary
Removes redundant comments: narration, banners, and doc comments that restate the item name. Kept: doc comments on public API, comments about upstream or client behavior we cannot change, SAFETY comments, and source attribution.
27 files, 490 lines deleted. No logic changes. The only added lines are rustfmt reflow of lines that had trailing comments.
Verification
cargo fmt --all --check,cargo clippy --all-targets -- -D warnings,cargo test --workspace: pass.--validate-only: 68 of 68.docs/, fixtures, andCHANGELOG.mdare untouched. The protocol spec already documents the matcher DSL and wire envelopes that the deleted mock-provider comments described.Refs #98 tracks the code that relied on comments.
