ci: pass release-revision gate checks to release-plz - #577

Declare the repository's authoritative CI checks via the shared release-plz-crates.yml `required-check-runs` input and grant `checks: read` so the gate can poll them; publication and tag creation now wait for these checks to succeed on the pushed revision. Refs wrightkit/.github#125
