perf(ci): start gates in parallel, cancel superseded PR runs, skip docs-only changes safely - #595

…cs-only changes safely - catalog-gen-build, wasm-check and real-project-scenarios no longer wait for the Rust quality matrix; they pass no data to it. - Pull request runs share a concurrency group per PR and cancel in progress. Title and label events use their own group so they cannot cancel a running suite. Pushes to main never share a group. - Path filtering moves from workflow-level paths-ignore into a changes job, so the required Rust (stable) / Quality and Public API compatibility checks report on documentation-only changes instead of staying pending.

CI speed-up for workshop-rs. Depends on wrightkit/.github ci/speed-up; refs point at that branch until it merges.
