Setting XTL_SYSTEM_LIBRARIES=1 uses the pkg-config targets on Apple platforms instead of the prebuilt xcframeworks, which lets us remove https://github.com/NixOS/nixpkgs/pull/548520/changes#diff-c7381d16593e67655dca21571c65b5c281f4794c952064d571d6a7effda40688R95-R99

Same idea as XTL_TOOLSET_TARBALL/XTL_OAM_TARBALL in xtool-org/xtool#372
