fix(llc): retry on timeouts, rate limits and server errors - #3114
StreamChatNetworkError.isRetriable was data == null: any failure that came with a Stream error body counted as final, whatever its status code. The backend answers a send that hits its deadline with a 408 (code 48) before storing the message, a rate limit with a 429, and a server failure with a 5xx. These are all transient, but none of them were retried or queued.
They now count as retriable, so sends, updates and deletes that fail with them go through the retry policy and the retry queue, like a connection error. This matches v11's isRetriable and Android, which treats 408, 429 and 500 as temporary. A retried send that the server had already stored is marked sent through the existing "already exists" handling.
This is part (a) of FLU-1099. Part (b), showing a queued retry as pending instead of failed, is separate.
Stacked on #3105 (the e2e suite); GitHub retargets it to master once that merges.
Verification
stream_chat_error_test.dart: isRetriable is true for 408, 429, 500 and 503 with an error body, and false for 400, 403 and 404. The 408/429/5xx cases fail without the fix.
All stream_chat tests pass (2,033).
No screenshot: the sample app can't make the backend return these codes. The FLU-1099 e2e test (freeze_messages pending clocks) needs part (b), so it stays skipped.
v11: see the "Merging master into v11" comment on FLU-1099.
Sending, updating, and deleting messages now retry automatically when the server responds with a timeout (408), rate limit (429), or server error (5xx).
Requests without a structured server error response are also treated as retriable. Client errors such as 400, 403, and 404 are not retried.
Other structured error responses, including those without an HTTP status, are not retried.
A failed send, update or delete counted as retriable only when the
server sent no error body, so a 408, 429 or 5xx with a body was final.
Those are transient, so they now count as retriable and go through the
retry policy and the retry queue.
Fixes FLU-1099 (part a).

Walkthrough
StreamChatNetworkError.isRetriable now treats errors without structured response data as retriable. For structured errors, it returns true for HTTP 408, 429, and 5xx statuses. Tests cover retriable and non-retriable status codes.
