fix(azure): count savings plans billed to another subscription in the duplicate check - #491
Conversation
… duplicate check GetExistingCommitments keeps the LeanerCloud#40/LeanerCloud#207 rule that Account is the payer, so a plan billed to subscription B never appears in A's inventory, even when its applied scope covers A. DuplicateChecker only saw that inventory, so a recently bought plan billed to B and applied to A did not suppress A's matching recommendation, and the same commitment could be bought again while the benefit-recommendations API lagged. recfilter.DuplicateChecker now checks recommendations against GetCoveringCommitments when a client implements it, and falls back to GetExistingCommitments otherwise. The Azure savings plans client implements it as its inventory plus plans billed to another subscription that may apply to this one. Only a Single scope that resolves to a different subscription is left out. Shared, management-group, unknown and unresolvable scopes count as covering, because their containment cannot be established here. A covering plan without an ID fails the call. Account stays the payer, so ownership inventory is unchanged. Closes LeanerCloud#466 Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

…Client (#627) #491 taught recfilter.DuplicateChecker to check recommendations against GetCoveringCommitments when a client provides it, so a savings plan billed to another subscription but applied to this one suppresses a re-buy. The Azure module still required pkg at 205cf99, from before that selector, so a standalone build (GOWORK=off, as cli and mcp consume this module) never consulted the covering list and left those plans out of duplicate checks. Bump the pkg requirement to 8e12500, the #491 merge. go mod tidy changed nothing else. The duplicate-check test wrapped the Client in a coveringView adapter that fed the covering list in as inventory, which hid the stale pin. It now passes the real Client, so a standalone run fails on any pkg pin without the selector: four of its five cases fail on 205cf99 and pass on 8e12500. …tructs (#643) #441, #471 and #491 have merged, so the structs that kept a "//nolint:govet // fieldalignment: file owned by open PR #N" marker to avoid conflicting with them can now be reordered. #471 already removed the gcp markers; this removes the remaining four and reorders the structs into fieldalignment's optimal order, keeping every field comment: - pkg/ladder: AllocationInput (328 -> 264 pointer bytes) and BufferReshapeConfig (48 -> 24) - pkg/recfilter: DuplicateChecker (24 -> 16) - providers/azure/services/savingsplans: Client (112 -> 104) The blanket //nolint:govet also hid every other govet analyzer on those structs; with it gone they are checked again (and are clean). Root cause
GetExistingCommitmentson the Azure savings plans client follows the #40/#207 rule:Accountis the payer. A plan billed to subscription B is never in subscription A's inventory, even when its applied scope covers A.recfilter.DuplicateCheckerchecked recommendations only against that inventory. So a plan billed to B, applied to A and bought an hour ago did not suppress A's matching recommendation. The benefit-recommendations API lags behind new purchases, so the same commitment could be recommended and bought again.Fix
This takes the issue's "separate path used only for the recent-commitment check" option.
common.Commitmentand ownership semantics are unchanged.pkg/recfilter/dedupe.go: new optional interfaceGetCoveringCommitments(ctx). When a client implements it,AdjustRecommendationsForExistingchecks against that list. Otherwise it callsGetExistingCommitmentsas before. Nothing else in the checker changed.providers/azure/services/savingsplans:GetCoveringCommitmentsreturns the normal inventory plus the plans billed to another subscription that may apply to this one.Accountstays the payer subscription.GetExistingCommitmentsreturns exactly what it did before. How a plan billed to another subscription is handled in the covering list:
Billing-account-billed plans go through the existing
planOwnedBypath in both modes, so #468's behavior is unchanged. Shared or ManagementGroup plans billed to a billing account still error.About "fail closed" for Shared and ManagementGroup (issue test 3). I implemented it as "count as covering": a matching recommendation inside the lookback window is suppressed. I did not make the whole check error. A tenant that runs CUDly across several subscriptions buys Shared plans billed to each one, which is what
PurchaseCommitmentdoes. If every foreign Shared plan of any age errored, the duplicate check would be disabled for that tenant permanently. Over-suppression only lasts for the lookback window and can be recovered from, which matches the existingisRecentActiveCommitmentphilosophy. The cost: a recent Shared plan billed to a subscription in a different enrollment that the credential can still list will also suppress a matching recommendation during the window. If you would rather have an error here, it is a one-line change inforeignPlanMayCover.Closes #466
Verification
All evidence is unit, mock and SDK-fixture tests (httptest TLS server behind the real
armbillingbenefitspager). No Azure API call or purchase was made. Not covered against a real tenant: real Shared or ManagementGroup containment, and the JSON shape of a cross-subscription plan asListAllreturns it to the beneficiary subscription's credential. providers/azurepins pkg at4566498, which predates the recfilter hook. So the committed end-to-end test handsDuplicateCheckerthe covering list through a small adapter (coveringView). That keeps it green in CI's GOWORK=off standalone step. It also has a compile-time check that*Clientsatisfies the sameGetCoveringCommitmentssignature recfilter looks for. I also ran a scratch variant that passes the bare*Clientstraight intoDuplicateCheckerin workspace mode. It passes with this PR'spkg/recfilterand fails the same 4 rows with main's. After this merges, a pin bump like #453's would let that direct form be the committed test.Out of scope / notes
