fix(providers): mark reported costs as known and stop inventing Azure inventory region and state - #713
The azure re-pin moves aws-sdk-go-v2 to v1.47.5 and smithy-go to v1.28.7 transitively. Both are forced by MVS from pkg's go.mod, and azure reaches them only through pkg/provider.
A follow-up commit tidies the azure go.sum.
AWS ladder:riToCommitment sets CostKnown only when the RI has a Duration. Without one, riHourlyCost can't amortize the upfront part, and the listing maps missing price pointers to 0. spToCommitment sets CostKnown: true, because the SP amount comes straight from the API, and a real 0 counts as known.
Azure savings plans: a reported Commitment.Amount, including 0, is marked known. A nil amount stays unknown.
Azure inventory: the cache, cosmosdb, database, search and synapse reservation converters stop inventing Region: c.region and State: Active. Consumption ReservationDetail carries neither field, so both are now "" (unknown). managedredis already reads real data since fix(azure): dedupe Redis recommendations against held reservations #706.
Docs: the stale inventory.go comment now says Cost is unknown and CostKnown stays false, so a zero must not be read as free.
Behaviour notes
Dedupe is unaffected for the five converters. Their StartDate is zero, so recfilter.isRecentActiveCommitment excludes them, before and after this change.
Each listed commitment from those converters now logs one WARNING in recfilter, for its unrecognized empty State. The plan's change to silence it was dropped: fix(azure): dedupe Redis recommendations against held reservations #706's strict inventory path relies on "" meaning an unknown provisioning state. feat(common): add Commitment.CostKnown #689's squash message, which says empty State is "counted without logging", is inaccurate. No recfilter change has landed.
Residual (follow-up): the ec2 listing turns nil pricing pointers into 0, so an RI with a Duration but a missing FixedPrice can't be told apart from a no-upfront RI.
Residual (follow-up):Commitment has no currency field, so non-USD amounts aren't flagged.
Verification
Tests first:
a zero-HourlyCommitmentUSD SP;
a fully-upfront RI with a Duration (known, Cost > 0) and one without a Duration (unknown);
an ec2 listing test pinning unknown cost;
savings plans with amount 0, nil amount and nil commitment;
a shared AssertUnknownInventory helper, reused by the 5 converter tests, run for both eastus and westeurope client regions.
Deletion probes: putting back the invented Region or State fails each converter test. Setting CostKnown unconditionally fails the RI and savings plan tests.
Rebased onto current main:
aws: go test -p 2 -short ./... gives 15 ok;
azure: 14 ok;
golangci-lint: 0 issues in both.
Reviews: two adversarial task-review passes covering the whole branch. Pass 1 found that the RI with no Duration was wrongly marked known. That's fixed, and pass 2 was clean.
Commitment costs are now reported as unknown when pricing details are unavailable, rather than being treated as zero. Explicitly reported zero-cost commitments remain known.
Azure reservation commitments no longer show region or status information that the reservation data does not provide.
AWS reserved instances without duration details are reported with unknown cost; duration-backed instances retain cost information.
Re-pin providers/aws and providers/azure to pkg 8d06fde (#689) so
the producers can set Commitment.CostKnown. Azure also moves aws-sdk-go-v2
and smithy-go via MVS.

The PR updates commitment cost certainty in AWS and Azure, removes inferred inventory values from Azure reservation conversions, and adds regression tests. It also updates Azure dependencies and clarifies that Azure reservation costs are unknown when the API provides no per-reservation price.
RI cost is marked known only when duration is positive. Savings Plan cost is marked known, including zero cost. Tests cover both conversions and an EC2 reservation without pricing details.
Reservation conversions stop assigning region and state where those values were previously inferred; Synapse stops assigning state. Shared tests check that reservation inventory fields remain unknown. Documentation states that reservation API cost is unknown.
Azure Savings Plan cost certainty providers/azure/services/savingsplans/client.go, providers/azure/services/savingsplans/client_test.go
A present commitment amount sets CostKnown, including a zero amount. Tests cover missing amounts and nil properties.
Reservations with omitted pricing can now appear to have a confirmed zero cost. The impact is bounded to incomplete AWS responses; preserve price availability before relying on this inventory for cost reporting.

Full details: Out of Scope Changes check
Explanation
The changes fall into the PR's stated objective of marking reported costs known and removing invented Azure inventory fields. AWS riToCommitment sets CostKnown only when Duration is greater than 0. spToCommitment sets CostKnown true. The ec2 listing test pins unknown cost for missing pricing pointers. Azure savings plans set CostKnown when the amount is non-nil. The inventory.go comment documents unknown cost for the converters changed for #74. The go.mod changes pin pkg to 8d06fde, which supplies the CostKnown field added by #689. The transitive aws-sdk-go-v2 and smithy-go bumps follow from MVS, as the PR description states. The AWS and savings plans changes are not part of #74's Azure State and Region requirement. They are tied to the PR's own cost-known objective. The providers/azure/go.sum file is excluded from review by the ignored_files rule !**/*.sum. Its content was not assessed, and its absence from the review is not evidence of an issue. No change was found that lacks a connection to the PR's stated objectives.

Full details: Linked Issues check
Explanation
Direct issue #74 asks that Azure commitment converters stop inventing State "active" and the client Region when the SDK omits them. Five converters now meet this requirement: cache, cosmosdb, database, search and synapse. Each removes the invented Region (c.region) and State (Active) assignments, and each leaves the fields empty. The PR adds tests that assert unknown inventory for eastus and westeurope through the shared AssertUnknownInventory helper. This matches the issue's suggested fix to leave values empty when unavailable. The issue also names providers/azure/services/managedredis/client.go:223 as the same defect. The PR description states that Managed Redis already reads real data since #706. This summary does not show Managed Redis code, and a pull request reference alone is not code evidence. That sixth location is therefore unverified. The grouped finding A08b-007 (Count, StartDate, EndDate, Cost) is sibling scope in #74 and is not assessed as a requirement of this issue. The PR keeps those values unset and marked unknown, which does not contradict the issue's suggested fix.
Resolution
Inspect providers/azure/services/managedredis/client.go at the reviewed head and at merge base 52d66fe. Confirm that the reservation conversion does not set Region from c.region and does not set State to an unconditional active value. Confirm that it uses the SDK Location and ProvisioningState fields, or leaves them empty. Then reassess the linked-issue requirement.

Preserve RI price presence before marking cost known.
If EC2 omits all price fields but returns a positive duration, ListCommitments reports a known zero cost. Preserve price-field presence in ConvertibleRI and leave CostKnown false when no price was reported.

Mark complete no-upfront RI costs as known.
If AWS reports a zero upfront price and a complete recurring price, a missing duration leaves CostKnown false. Consumers may therefore display the price as unknown. Preserve the reported-price information so this case can be marked known.

Cold review of the full diff. I reviewed 93a29ee5. The head moved to f2ac40f0 during the review: a merge of main (52d66fe, #710).
The merge's only resolution (--remerge-diff) is providers/aws/go.mod and go.sum. It takes main's newer pkg pin 20c9dacb (#709) over this PR's 8d06fde. That's correct: 8d06fde (#689, CostKnown) is an ancestor of 20c9dacb, so the field this PR fills is still in the pinned pkg. providers/azure keeps 8d06fde.
Re-tested at f2ac40f: in providers/aws, go mod verify passes and the build is OK, and go test passes for ladder, services/ec2 and services/redshift. CI at this SHA: all 15 checks pass.
Checked
Pins.providers/aws and providers/azure pin pkg at 8d06fde (feat(common): add Commitment.CostKnown #689, which adds Commitment.CostKnown). go mod verify passes for both modules. The azure transitive moves (aws-sdk-go-v2 v1.47.5, smithy-go v1.28.7) come from pkg's go.mod.
CostKnown producers.
spToCommitment sets it true: the SP hourly commitment comes straight from the API, and a real 0 counts.
riToCommitment sets it only with a Duration, because riHourlyCost (ladder/layer_states.go:219-226) can't amortize the upfront part without one.
The Azure savings plan sets it only when Commitment.Amount is non-nil.
The Azure Reservations-API converter keeps it false, and its doc now says so.
Azure inventory no longer invents region and state. The cache, cosmosdb, database, search and synapse Consumption converters leave Region and State empty; ReservationDetail carries neither field.
Effect on the only in-repo consumer, recfilter.isRecentActiveCommitment (pkg/recfilter/dedupe.go:124-138): an empty State takes the "unrecognised state counts as owned" branch, so it fails safe.
These rows have no StartDate, so they were never "recent" and never reduced anything. Dedupe results are unchanged.
No platform reader. The platform doesn't call GetExistingCommitments. The CLI (multi_service_helpers.go:683) and MCP (search_dedupe.go:160) feed it into recfilter, which is covered above.
Mutation probes (each fails named tests)
The SP cost not marked known fails TestSPToCommitment_ZeroHourlyCommitmentIsKnown.
The RI cost known without a Duration fails TestRIToCommitment_NoDurationIsUnknown.
The Azure SP amount not marked known fails TestConvertSavingsPlan_CostKnown.
cosmosdb inventing the region again fails TestCosmosDBClient_GetExistingCommitments_DoesNotInventRegionOrState.
Notes (non-blocking)
RI price pointers. The RI listing maps FixedPrice and UsagePrice with aws.ToFloat32 (services/ec2/client.go:879-880), so a nil price would become 0, and CostKnown would still be true with a Duration. DescribeReservedInstances populates both on every RI (0 for no-upfront), so this is theoretical today, and nothing reads CostKnown yet. But the field's contract is "read from the provider". Before a reader trusts it, carry a flag for nil price pointers through ConvertibleRI, or document the assumption.
93a29ee conflicted with main in providers/aws/go.mod and go.sum, because its re-pin of pkg to 8d06fde was older than main's 20c9dac (8d06fde is an ancestor of 20c9dac). f2ac40f merges main (52d66fe) and resolves it by keeping main's pin (pkg v0.0.0-20261106235222-20c9dacb335f), so nothing is downgraded. git merge-tree with current main now shows no conflict.
CostKnown producers: set for AWS RI and SP and Azure SP. A bad SP commitment value (NaN, Inf or a parse error) fails loud (adapters.go:173-185). riHourlyCost with Duration 0 is handled (layer_states.go:219-226). The converters no longer invent Region or State (cache, cosmosdb, database, search, synapse return ""). There are no platform consumers of CostKnown or State yet.
At 93a29ee: go mod verify passes for aws and azure, and go mod tidy leaves no diff; scoped tests pass (aws ladder and ec2; azure cache, cosmosdb, database, search, synapse, savingsplans and reservations); golangci-lint reports 0 issues. CI run 42413872332: green. Probes, 6 killed:
RI always known;
RI never known;
SP unknown;
Azure SP unknown;
cache Region re-invented;
cosmos State re-invented.
Please follow up:
No CHANGELOG entry. Observable behaviour changes: Region and State are now "" for five converters, CostKnown is set for AWS RI/SP and Azure SP, and recfilter logs one WARNING per such commitment.
An AWS RI with a Duration but nil price pointers gets CostKnown true with an understated Cost (aws/ladder/commitments.go:96), against the field's "read from the provider" contract. Nothing reads CostKnown yet.
Azure SP CostKnown ignores CurrencyCode and Grain (armbillingbenefits models.go:46-54); the body notes the currency residual.
