fix(azure): read Cosmos DB, SQL and Synapse held reservations from the Reservations API - #717
Closes#705. Search, which the issue also lists, moves to #716 (it has no recommendations to reduce today).
Problem
Azure Cosmos DB, SQL Database and Synapse built held reservations from the Consumption ReservationDetail usage feed. That feed has no purchase date or quantity, so the commitments had no StartDate or Count, State was always Active and Region was the client's region. The duplicate guard's recent-purchase window dropped them, so held reservations never reduced recommendations. It is the same defect #699 fixed for Redis.
Change
Adds reservations.StrictCommitments: list the subscription's applied reservations, then convert each one strictly. compute and managedredis now use it, with byte-identical error text.
Moves Cosmos DB, SQL Database and Synapse onto it, each with its own ReservedResourceType. The old Consumption inventory code and its tests are removed.
Dedupe key alignment:
Cosmos DB and Synapse leave Engine and Deployment empty, because their recommendation details give an empty engine and deployment in the key.
SQL Database sets Engine sqlserver and Deployment from the zone-redundancy value its recommendations were stamped with on the same client (falling back to cachedDominantAZConfig when no recommendation was converted). It looks that value up only when at least one held reservation is found, and a cancelled context during the lookup returns an error.
Each service gets a round-trip test. A recommendation from the real converter is bought through PurchaseCommitment into a captured request, and the held row is built from that purchase body. Both go through recfilter.DuplicateChecker: a partial hold reduces the count, a full hold filters the recommendation, non-matching rows don't count, and incomplete rows fail closed. SQL Database also covers fleet shapes: no managed instances, all zone-redundant, none, mixed, and a failed managed-instance walk.
The shared test fixtures live in reservationstest. That package imports only the Azure SDK types, so in-package tests cannot form an import cycle.
Held reservations now carry the reservation's own location for every region, a real StartDate (day precision), Count, State and EndDate.
New fail-closed errors: incomplete live rows, lister failures, rows expiring today and unattributable scope. A fail-closed error fails the whole MCP dedupe search and makes the CLI purchase path drop the service's recommendations. That matches compute and managedredis.
Error prefixes change from "create reservations pager" / "list reservations" to ": list applied reservations". No caller in this repo, the platform, the CLI or the MCP matches the old strings.
Source-breaking: ReservationsDetailsPager and SetReservationsPager are removed from cosmosdb, database and synapse; tests use SetInventoryFactories. See CHANGELOG.
go build ./..., go vet ./... and go test -p 2 ./... from providers/azure are green at the head. go test ./common/... is green in pkg.
gitleaks dir reports no leaks.
Mutation probes run by independent task reviewers: 11 on the shared helper, 5 on Cosmos DB, 8 on Synapse and 9 on SQL Database, plus probes on each review fix. All were caught except equivalent mutations.
The intermediate commits 7e19112 through 0201862 fail one root providers/azure test, because its expectation moves in 42b1413. The squash-merged tree is green.
Add reservations.StrictCommitments (list applied reservations, then
StrictCommitment each row) and use it in compute and managedredis. Add
reservationstest fixtures for live rows, the applied lister and the order
pager.

Changes: Azure reservation inventory
Layer / File(s)
Summary
Shared strict inventory and adoption providers/azure/services/internal/reservations/*, providers/azure/services/compute/client.go, providers/azure/services/managedredis/client.go, providers/azure/provider_test.go
StrictCommitments lists applied reservations and converts rows using one captured timestamp. Test fixtures support inventory listing and paging. Compute and managed Redis use the helper, and provider tests cover default inventory-factory errors.
Cosmos DB inventory migration providers/azure/services/cosmosdb/*
Cosmos DB uses inventory factories and strict conversion instead of its Consumption reservations-details pager. Tests cover conversion, filtering, errors, factory wiring, pagination, cancellation, and slot checks.
Synapse uses inventory factories and strict conversion instead of its Consumption reservations-details pager. Tests cover conversion, filtering, errors, factory wiring, pagination, cancellation, and slot checks.
SQL Database inventory and deployment providers/azure/services/database/*, pkg/common/types.go, CHANGELOG.md
SQL Database uses strict inventory conversion and sets the sqlserver engine and cached zone-redundancy deployment value. Tests cover conversion, deployment inference, errors, pagination, cancellation, and slot checks. The deployment documentation and changelog are updated.
LeanerCloud/cloud-commitments-go#74 — The inventory change supplies reservation location, state, quantity, and dates for Cosmos DB, SQL Database, and Synapse, which addresses the issue’s converter concerns for those services.

Explanation
The title names three services (Cosmos DB, SQL, Synapse) and the change to read their held reservations from the Reservations API. The changeset does this. The title covers the main change. It omits the removal of the Consumption path and the new SetInventoryFactories API, which is expected for a short title.
Full details: Out of Scope Changes check
Explanation
The changes stay within the stated scope. They group as follows:
Shared helper: reservations.StrictCommitments (strict.go) with its tests. compute and managedredis call it. The PR states this refactor is needed for the shared path.
Cosmos DB, SQL Database and Synapse: each moves to StrictCommitments. Their Consumption pager interfaces, setters, pagination, row filters and conversion code are removed. The PR states this replacement directly.
SQL Database dedupe key: Engine sqlserver and Deployment from cachedDominantAZConfig. This directly serves the #705 dedupe objective.
Test support: reservationstest fixtures, pagination-cap tests, slot-wiring test updates, and provider_test.go updates. These support the new inventory path.
pkg/common/types.go: documentation-only change to the Deployment field comment. It names Azure SQL Database and the zoneRedundant/none vocabulary, which supports the SQL dedupe key.
CHANGELOG.md: records the behavior change and the source-breaking removals.
No change in providers/azure/services/search is in scope for this PR. The whole-PR diff for that directory is empty, so this check finds no out-of-scope edits there. The out-of-scope items that the PR lists (#716, #715, #703) are deferrals. They do not add code to this PR.

Cover distinct purchase and recommendation regions.
Add a case for each service with different client and recommendation regions. Assert that the purchase uses the client region and that the captured held row does not reduce the recommendation.
Update purchasedRow to check the client region, so it can exercise this case:

The ReservedResourceType constants match the SDK (armreservations@v1.1.0 constants.go:499, :512, :513: CosmosDb, SqlDataWarehouse, SqlDatabases), are the same ones used on the purchase path (cosmosdb:272, database:357, synapse:256), and are matched case-insensitively (services/internal/reservations/inventory.go:237).
Dedupe key parity: EngineFromDetails is "" for NoSQLDetails and DataWarehouseDetails, and DeploymentFromDetails returns AZConfig (pkg/common/deployment.go:41), so stamping SQL with recAZConfig matches the recommendation side. strict.go fails closed, and ctx is checked after the enrichment walk.
Removed exports (SetReservationsPager, ReservationsDetailsPager) have no platform callers. The CHANGELOG has the breaking line and one behaviour line per service. No go.mod change.
CI run 42343208616 at this head: green. Local (GOWORK=off): scoped tests pass for reservations, cosmosdb, database, synapse, compute, managedredis and the root TestAzureClients_*; go mod verify passes; golangci-lint reports 0 issues. Probes: 6 killed (a row failing conversion skipped, SQL engine dropped, rec snapshot ignored, ctx check removed, wrong Cosmos or Synapse ReservedResourceType), and 1 inconclusive (deployment drop did not build).
Region is matched case-sensitively against the reservation Location (recfilter dedupeKey); Location casing for Cosmos DB, SQL and Synapse reservations is not verified against a live account.
Cold review of the full diff (money path: held reservations that never reduced recommendations, so the guard over-bought).
Checked
reservations.StrictCommitments (providers/azure/services/internal/reservations/strict.go) lists applied reservations, then converts each with StrictCommitment. Any lister error or incomplete live row fails the whole inventory; there's no partial result. compute and managedredis now call it. The error text is identical: "<service>: list applied reservations: ..." with the same labels.Service. managedredis still stamps Engine = "redis".
Cosmos DB, SQL Database and Synapse move from the Consumption ReservationDetail feed, which has no purchase date or quantity, to the Reservations API, each with its own ReservedResourceType. The old Consumption inventory code is removed.
Dedupe key alignment.
Cosmos DB and Synapse leave Engine and Deployment empty, matching their recommendations.
SQL stamps Engine = "sqlserver" and Deployment = the AZ config the recommendation path recorded (recordRecommendationAZConfig). It falls back to the same cached dominant value when inventory runs first, so held rows and recommendations key identically even if a later server walk answers differently. The server walk is skipped when nothing is held.
The SKU and ResourceType alignment is proven end to end.
held_reservation_dedupe_test.go builds the recommendation with the real converter (appendPage).
It builds the held reservation from the request body the client itself sends to buy that recommendation (PurchaseCommitment with a capture transport).
It then runs the real GetExistingCommitments and the real recfilter.DuplicateChecker.
The Commitment.Deployment doc now covers Azure SQL ("zoneRedundant" / "none"), which matches what's stamped.
Mutation probes (each fails named tests)
SQL without the AZ deployment fails TestGetExistingCommitments_DeploymentStamp and TestHeldReservation_FleetShapes.
SQL without the sqlserver engine fails TestHeldReservation_Full/PartialHold..., ..._Table, ..._FleetShapes and TestGetExistingCommitments_SQLRowConverted.
SQL ignoring the recommendation AZ snapshot fails TestHeldReservation_UsesRecommendationsAZSnapshot.
StrictCommitments skipping an incomplete row (partial inventory) fails TestStrictCommitments_IncompleteLiveRowFailsClosed, plus cosmosdb's ..._NilPropertiesFailsClosed and TestHeldReservation_Table.
The Synapse inventory listing the SQL reservation type fails TestGetExistingCommitments_synapseRowConverted, ..._nonSynapseFiltered and TestHeldReservation_Partial/FullHold....
Merge note. go#713 edits the Cosmos DB, SQL and Synapse Consumption converters that this PR deletes. Whichever lands second must resolve the conflict by keeping this PR's Reservations-API version.
Local verification (macOS, at this SHA, GOWORK=off, private GOCACHE)
In providers/azure: go mod verify passes, and build and go vet ./services/... are OK.
go test passes for cosmosdb, database, synapse, compute, managedredis, internal/reservations/... and the provider root.
