chore(deps): pin cloud-commitments-go at c83aef8 and require a cap for Compute SP ladders - #1817
Pins all four cloud-commitments-go modules (pkg, providers/aws, providers/azure, providers/gcp) at c83aef8 (v0.0.0-20261106191535-c83aef8b18a9), up from 790f369. No other module version changes.
None. It runs only when a journal and an idempotency token are set, and the platform sets neither. Wiring it is a separate change, which will stack on this PR.
The ladder now sizes the Compute Savings Plan layer. See below.
go#694, #695 and #697 are not in this range. Their platform changes (#1801, #1792) go with the next bump.
Compute SP sizing and the required cap
With go#698, the Compute SP rate is Cost Explorer's account-wide blend over EC2, Lambda and Fargate in all regions. For a regional, EC2-only gap it can over-buy by r_blend / r_EC2, and this includes converting existing coverage. That bias was accepted (go#349, option A) on the condition that a cap bounds it.
This PR therefore makes executeLadderRun refuse an uncapped run, before any provider read. The new helper is ladderComputeCapRefusal in internal/server/ladder_compute_cap.go. It applies to a config whose layers include Compute SP and whose max_hourly_commit_per_run is unset, which today means every AWS config, since the AWS capability always lists Compute SP.
Visible effect: an enabled AWS ladder config with no max_hourly_commit_per_run stops planning. Each run is counted as errored, and the error names max_hourly_commit_per_run. Setting a cap restores planning.
Saving an uncapped config is still accepted. #1815 tracks the save-time check and making the form field required.
Nothing buys yet
ClaimDueLadderTranches (internal/config/store_postgres_ladder_lifecycle.go:110) and PurchaseLayer have no non-test caller, so no ladder tranche is fired today.
ladder_execution_enabled defaults to false (migration 000083).
Local, macOS, at 410face (base 0a59d3a; main has since gained #1812, which touches none of these files and merges cleanly):
go mod verify, go build ./... and go vet ./... all pass.
go test ./... (unit) passes. go test -tags integration passes for internal/server, internal/purchase and internal/config, using local Docker testcontainers.
Fail-before: with the ladderComputeCapRefusal call removed from executeLadderRun, TestRunLadderConfigs_ComputeSPWithoutCapIsErroredBeforeAnyRead fails. With the call in place it passes, and TestRunLadderConfigs_ComputeSPWithCapStillPlans shows that a capped config still plans with the real AWS layer set.
Not verified against a real AWS account. No purchase or deploy was run.
Ladder configurations that include a Compute Savings Plan now require a maximum hourly commitment per run. Configurations without this cap are rejected before usage data is fetched.
Configurations without a Compute Savings Plan, or with the required cap, can proceed to planning.
…r Compute SP ladders
Moves all four cloud-commitments-go modules from 790f369 to c83aef8,
which brings in #690 (PurchaseReconciler), #696 (purchase attempt
journal contract), #698 (Compute SP Cost Explorer commitment rate),
#689 (Commitment.CostKnown) and #701 (Redshift attempt journal). The
platform needs no code change for #690, #696, #689 or #701: the new
interface is optional, the new options field is nil by default and the
journal runs only when one is set.
With #698 the ladder sizes the Compute Savings Plan layer from Cost
Explorer's account-wide blended rate. That bias is accepted only because
max_hourly_commit_per_run bounds it, so executeLadderRun now refuses,
before any provider read, a run for a config without that cap whose
layers include Compute SP. The run is counted as errored and the error
names the field. Saving such a config is still accepted; #1815 tracks
the save-time check and the form field.

The ladder run now checks for a configured hourly commitment cap when Compute Savings Plan is among the supported layers. Without the cap, it returns an error before provider data reads. Dependency versions and an AWS baseline source comment were also updated.

Cold review of the full diff. The substance is correct. The only blockers are two lint findings that fail CI ("Lint Code", so "CI Success" fails too). Both come from this PR; main's CI is green.
Blocking (lint)
internal/server/handler_ladder.go:323:5 (govet shadow).if err := ladderComputeCapRefusal(dbCfg, layers); err != nil shadows the err declared at line 316 (ladderConfigToEngine). Use if err = ...; err != nil, or another name.
internal/server/handler_ladder_test.go:270:28 (unparam). "validTestCloudAccount - externalID always receives "123456789012"". The new call at ladder_compute_cap_test.go:87 makes every caller pass the same value. Pass a different account in one caller, or drop the parameter.
In processOneLadderConfig, everything before executeLadderRun is a DB read (cloud account, cadence) or capability construction. awsladder.NewFromAWSConfig only calls LoadDefaultConfig, and wireLadderWriteSide only builds clients.
Inside executeLadderRun, only the pure ladderConfigToEngine runs before ladderComputeCapRefusal. SupportedLayers() is a static list, and AWS always lists LayerComputeSP.
The error names max_hourly_commit_per_run. A set cap is still validated through LadderCapMicros.
TestRunLadderConfigs_ComputeSPWithoutCapIsErroredBeforeAnyRead pins Errored with 0 baseline, 0 layer-state and 0 rate reads, and no persist.
"Nothing buys yet."
ClaimDueLadderTranches has no non-test caller; only its definition and comments in internal/config mention it.
.PurchaseLayer( has no non-test caller.
ladder_execution_enabled is BOOLEAN NOT NULL DEFAULT FALSE (migration 000083), read through COALESCE(..., false).
go.mod/go.sum: all four go modules move to c83aef8b18a9 together. go mod verify passes ("all modules verified") and go mod tidy -diff is clean.
Mutation probes (each fails named tests)
The refusal never fires: TestLadderComputeCapRefusal and TestRunLadderConfigs_ComputeSPWithoutCapIsErroredBeforeAnyRead.
The refusal never matches Compute SP: the same two tests.
The refusal removed from executeLadderRun: ..._ComputeSPWithoutCapIsErroredBeforeAnyRead.
The refusal moved after the provider reads, just before the planner: ..._ComputeSPWithoutCapIsErroredBeforeAnyRead.
Local verification (macOS, at this SHA, throttled, private GOCACHE)
go build ./... and go vet ./internal/... are OK.
Unit tests pass for server, config, purchase and api.
go test -tags integration -run Ladder ./internal/server/ passes.
golangci-lint v2.10.1 reports the 2 findings above, matching CI.
After the lint fix I'll do a delta review at the new head.
Cold review; I did not write this change. This is a money path.
Range. The pin moves from 790f369f4822 to c83aef8b18a9, and the pseudo-version timestamp matches the commit. git log 790f369..c83aef8 lists exactly five merged PRs: #690 (5a9b4c5), #696 (6b6d481), #698 (409a1f3), #689 (8d06fde) and #701 (c83aef8).
The refusal runs before any provider read (internal/server/handler_ladder.go)
:315ladderConfigToEngine is pure conversion.
:322-325SupportedLayers() then ladderComputeCapRefusal. This is the refusal.
The reads follow: :329GetUsageBaseline, :334GetLayerStates, :347GetCommitmentRates, :357 observed rates.
:381PlanAndSaveLadderRun.
Nothing earlier does a provider read: handleLadderRun only reads the store, and NewFromAWSConfig (factory.go:45-64) only constructs clients.
AWS SupportedLayers always includes Compute SP, and there's no per-layer selection, so every uncapped AWS config is refused. Layer sets without Compute SP pass through. The error names max_hourly_commit_per_run (ladder_compute_cap.go:19).
Nothing buys yet
ClaimDueLadderTranches has only its definition (store_postgres_ladder_lifecycle.go:110): no interface and no caller in cmd, scheduler or server.
PurchaseLayer has no non-test references.
ladder_execution_enabled defaults to false everywhere:
migration 000083 (NOT NULL DEFAULT FALSE);
COALESCE(..., false) at store_postgres.go:95;
the Go zero value;
terraform, iac and the frontend don't reference it.
go.sum and verify
8 lines changed: 4 modules, each with an h1 line and a go.mod line at c83aef8.
GOWORK=off go mod tidy -diff shows no diff.
go mod verify passes.
go#694 and go#695 are not in the range. Both are still open. merge-base --is-ancestor of their heads (beb5c6e, 2f01c01) against c83aef8 returns 1, so #1801 and #1792 aren't needed.
Runs
go build ./... and go vet ./internal/... ./cmd/...: exit 0.
Info. A zero cap isn't caught by the refusal (it's non-nil). Save-time validation requires at least 0.000001 (config/ladder_cap.go:22), and the engine rejects a zero cap (go pkg/ladder/allocate.go:274), but there's no DB CHECK. A directly stored 0 would cost one round of provider reads and buy nothing.
Nit. The awsPlanningLayers comment in ladder_compute_cap_test.go says "one base layer only", but the slice has three layers.
…hange
The cap refusal gets its own variable instead of shadowing the err
from the config conversion, and the cap tests use their own account ID so
validTestCloudAccount keeps a varying argument.

Lint-only delta over my approval at 410face: one commit, 6c1a0a2 (ahead 1, behind 0, single parent), touching 2 files (+7 -4). Behaviour is unchanged.
internal/server/handler_ladder.go:323-325:err is renamed to refusal for govet shadow. The call stays where it was, after SupportedLayers() and before GetUsageBaseline (:329), so the Compute SP cap refusal still fires before any provider read. Its condition and return are the same.
ladder_compute_cap_test.go: the account ID literal is now a computeCapAccount constant (for unparam). It's used consistently for both the cloud account and the run's account, so the same-account path still runs. The assertions are unchanged.
I checked this by reading the diff. CI at this head is still running, and the merge gate needs it green. My earlier runs and the three refusal probes at 410face cover this code, which is unchanged apart from the variable name. The awsPlanningLayers comment nit from my last review is still open and can be fixed separately.
Delta review since my CHANGES REQUESTED at 410face. The delta is one lint-only commit.
Checked
handler_ladder.go.if err := ladderComputeCapRefusal(...) becomes if refusal := ...; refusal != nil { return refusal }. The control flow is identical, so the refusal still runs right after SupportedLayers() and before the baseline, layer-state and rate reads. That fixes the govet shadow.
ladder_compute_cap_test.go. It uses a new computeCapAccount = "210987654321" for both the cloud account's external ID and the lambda account passed to runLadderConfigs. They still match, so the run isn't skipped as multi-account and the before-any-read assertions still apply. That fixes the unparam finding.
Mutation, re-run at this SHA. Moving the refusal after the provider reads still fails TestRunLadderConfigs_ComputeSPWithoutCapIsErroredBeforeAnyRead.
Local verification (macOS, at this SHA, throttled, private GOCACHE)
go vet ./internal/server/ is OK, and the ComputeCap|ComputeSP|Ladder tests in ./internal/server/ pass.
golangci-lint v2.10.1 reports 0 issues on ./internal/server/... and ./internal/config/....
My other evidence from 410face carries over unchanged: the go-range and call-site checks, the "nothing buys yet" proof, go.sum, and the integration and unit runs.

…dder config (#1819)
* feat(ladder): require max_hourly_commit_per_run when saving an AWS ladder config
Since #1817 a ladder run for an AWS config without
max_hourly_commit_per_run is refused, but saving one was still accepted,
so the problem only showed up in the run result. Saving now returns 400
naming the field for an AWS config without a cap. The ladder form marks
the cap required for AWS, with an inline error. The config page shows,
for each saved AWS config without a cap, that ladder runs are refused
until it is set. Azure and GCP configs may still be saved without a cap.
The OpenAPI description states the rule.
The arming-gate tests that cleared a cap now use a GCP config, since an
uncapped AWS body fails validation before the gate.
Closes#1815

* docs(api): say legacy uncapped AWS ladder configs omit the cap
The response description said max_hourly_commit_per_run is always set
for aws. An aws config saved before the save-time rule can still have no
cap, and then the field is omitted and its ladder runs are refused.
