Document risk screening and bulk gateway migration

• add a merchant-facing risk screening guide based on the live dashboard flow
• document the Payments > Risk list, blocked-attempt drill-down, risk signals, and reviewed data
• document the merchant-controlled risk tolerance under Settings > Payments, including its range and recommended value
• document single-page subscription gateway migrations in the Dashboard
• present multi-page migrations as an AI-agent workflow that runs outside the Dashboard through the Admin API
• state the destination-gateway currency requirement and link the public bulk-update skill

Addresses documentation gaps DC-0002 and DC-0003 from NextCommerceCo/next-mind#1157.
